And, at one point she is saying how the bottom line of (virtually) every business is that their customers, clients, and members of the communities they operate in "feel free, where they are free of fear." This comes from a track-record proven Harris as DA of San Francisco for 7 years. First woman (and woman of color) to be DA of San Francisco in all its history.
Yes, folks, believe it or not, that is the goal of "public safety"--it is nothing if not a joke, and so is law enforcement, and law itself--IF there is not the accomplishment of results where people feel "free of fear" --that is an affective (emotions-based, feeling-based) bottomline.
