Stephen Colbert may be funny, and wise, at times. However, any rhetorical strategy (with its great consequences) that promotes the either-or (binary) option of "the people shouldn't be afraid of the government but the govenment should be afraid of the people" --is going to lead to a fear-based strategy of choice and attitudes, and a failing philosophy that will breed a "culture of fear" over and over... so, I am not for anyone making 'power' (or 'gain') by trying to show someone is more afraid and ought to be of someone else (top-down, or bottow up)--that's an old old politics of destruction not emancipation...
The fearlessness psychology I propose is the 'third' option to the binary that is so dominant today.
