You really may find it hard to swallow, and wonder if he is saying this is the way it is... or this is the way it should be? Fact is, I've read his work, and he's saying it should be... 

Now, the problem to work though is how is "fear" defined. Gillian is very careful to re-define fear, life, and education (i.e., experience, awareness)--and, he is really talking about this "attempt to scare" in this quote can be either "good" or "bad" (pathological, too-negative use of fear)... 

Clearly this is all part of his moral philosophy, applied to education, and it circulates totally around "fear" (being afraid). A very interesting notion.
